SAFE AG communities are concerned about continuing declines
in population, tax base and commerce for rural enterprise. The demographic
trend of population loss is reflected in the outmigration of second and
third generations of pioneer families of the Llano Estacado to larger urban
centers which offer greater employment opportunities. Demographic changes
further reveal economic distress from the rapid influx of welfare dependent
minorities (in increasing numbers), straining the already depleted economic
and municipal infrastructures. With few exceptions, the only economic sectors
to flourish during the thirty year decline of the rural Texas Llano Estacado
economy have been group business cooperatives, government sponsored housing,
and other welfare programs.
