Step Two: SafeTi NetTMSAFE AG Technology Initiative Network

Once access to the primary trade area (of Lubbock, Amarillo, Abilene, etc.) is gained (without per minute toll charges) SAFETI NETTM, utilizing the existing telco infrastructure, will serve as a voice and data forwarding network to allow toll free intraregional messaging for rural schools, city and county government offices and available to consumers for a flat fee. The SAFE AG proposal estimates that enough commercial and individual interest will allow free access for schools and governments of participating SAFE AG communities. SAFETI NETTM will provide INTERNET access for participating rural communities at a favorable SAFE AG group discount.

SAFETI NETTM will begin in July of 1995, with a pilot test immediately proposed for Crosby,Garza, Floyd, and Hale counties allowing for toll free messaging access to and from Lubbock, and toll free between the cities of those counties as its goal. Demand for discounted telephone access to Lubbock by individuals and business’ in the communities of Ralls, Lorenzo, Crosbyton and Post will support SAFETI NETTM. This demonstration will be the regional proof of concept, as more and more communities elect toll free access to Lubbock, Amarillo, Abilene, etc., then all schools and county and municipal government offices will be able to communicate among themselves toll free via SAFETI NETTM.

During the pilot test, SAFE AG will address relevant areas from school and government needs and interests to user interfaces. A thorough review and knowledge of technology: the networks, workstation, terminals, protocols, operating systems, security, application programming, database and telcom technology will continually gauge all phases of SAFETI NET's growth.

Initial market surveys conducted simultaneous with implementation of the SAFETI NETTM pilot test will define logistical and data needs, demographics and other market factors influencing development and acceptance of the network by each SAFE AG community. Later survey work will gauge changes in market interest, product mix and guide operations and staffing. Operations phase surveys will determine needs for hardware and software development and help to shape direction of public image and on-line service needs of SAFETI NETTM. Key emphasis of all early stage efforts will be to address the telecommunication needs of rural distance learning and rural health care training. All opportunities to deliver teleconferencing throughout the SAFE AG region will be developed at least cost.

Building credit histories: Many rural communities have residents who have excellent neighborhood credit references however, this creditworthiness goes unreported to national credit bureaus (primarily because of reporting costs), and the rural community suffers due to the lack of accurate credit histories for rural community citizens. No community (rural or urban) is any stronger than the creditworthiness of the entire community. Safe AG will work closely with local merchants and retailers and the citizens of each Safe AG community to help the individuals who deserve to have their good credit ratings reported.
